We all have different budgets to work with. But whatever your budget is you can still get your workouts in.
Yes joining a gym will involve some cost. But there are decent gyms such as The Gym Group or similar that start from £16.99 a month. That is such a good price and they generally have a lot of equipment. They are not the high end health club style of gym, these are basic gyms but they do have everything you need, just with no frills.
I have used them on and off over the years and they get the job done for very little outlay, I didn't even need to pay a joining fee. They are everywhere so there is a good chance there is one very near you.
If you would rather not pay any fees you can train at home. DVD's, YouTube etc all have lots of options to assist you. Just make sure the person you are watching knows what they are doing. You don't even need equipment for a lot of them especially when you first start. If you can fit a bike or Xtrainer at home then that's great but if not or if your budget does not allow you can do HIIT training or go for a run etc. None of that needs to cost anything.
Despite what the marketing people would have you believe you don't need a £300 pairof trainers and fancy kit. Yes a decent pair of running shoes would be preferable but they don't need to cost the earth. Clothing especially can be any old pair of leggings and a tshirt.
If you do want to kit out your home with some equipment you can shop 2nd hand, charity shops are always full of weights and items that someone bought with good intentions but never used. Body weight workouts will be fine to start with. You'd be surprised what you can do at home.
So don't use budget as a reason not to get fit. Your health matters so find a way that works for you and just do it.
